"ELIZA BORRELLO: So you're talking about a value signal - does that mean this will be a plan for a GP co-payment by another name?
SUSSAN LEY: Well if I knew what the endpoint of my consultations was going to be I wouldn't be having real consultation. So I am having a genuine consultation with the medical profession and there is broad recognition that if 76 per cent of all episodes of care in Australia today are bulk billed for non-concessional patients then clearly there is an issue about those who can afford to pay not paying as much as they should.
ELIZA BORRELLO: There would be people that would be confused. You took over this portfolio in December. In January you announced you'd dump key parts of the GP co-payment plan. What does this plan look like now? Is it still $5 charged at the doctor's discretion?
SUSSAN LEY: Well this is a plan in progress because this is a plan that's undergoing consultation and it's important that I don't pre-empt what those consultations will find."
